Senior Construction Buyer
JOB DESCRIPTION
Lead the procurement of materials for Hadley Frame projects, factory panelisation and emergent site requirements as the business expands its principal-contractor activity. Negotiate and execute purchases that improve on the material cost allowances in secured tenders, helping convert estimated profitability into realised project margin. Work under the direction of the Commercial Director, supporting the QS and Pre-Construction teams with buying intelligence, estimates and cost forecasts. Operate with commercial freedom within the procurement Delegation of Authority (DOA), approved-supplier framework and Group procurement processes. The role is intended to be self-funding through demonstrable, realised procurement savings.
THE ROLE
- Own material sourcing, quotation comparison, negotiation and purchase order placement for projects and factory panelisation, including sheathing boards, Hadley Breathe, tapes, bolts, plasterboard and other required materials.
- Agree procurement priorities with the Commercial Director and coordinate with QS, Pre-Construction, factory and site teams to establish approved requirements, quantities, budgets and delivery dates.
- Negotiate competitive total purchase costs, payment terms, delivery arrangements and supplier commitments; assess value beyond unit price, including freight, wastage, availability and quality.
- Work with the QS team to identify opportunities to buy materials directly where subcontract packages can be let on a works-only basis. Confirm scope boundaries and responsibilities to avoid duplicate purchasing or gaps. Subcontract package contracting remains with the QS team.
- Support Pre-Construction estimates and cost forecasting with current supplier quotations, market intelligence, lead times and procurement options; highlight material cost risks and opportunities before tender submission.
- Maintain project procurement schedules and coordinate material availability with factory production and site programmes. Resolve emergent site purchases promptly within the approval framework.
- Select suppliers only from the qualified and approved supplier base. Where a new source is proposed, ensure the required vetting and approval are completed before commitment.
- Negotiate and raise accurate purchase orders within the procurement DOA, securing the required approvals for purchase size and other applicable limits. Escalate exceptions rather than bypassing controls.
- Ensure orders reflect approved specifications and requirements. Obtain the relevant technical and commercial approvals before adopting substitutions or changes; do not trade compliance or quality for price.
- Work with the QS team to reconcile tender material allowances, committed purchases and actual costs. Report procurement savings, adverse variances and remaining exposure to the Commercial Director, with a clear audit trail.
- Monitor supplier fulfilment and resolve shortages, defects, delivery issues and invoice discrepancies with the relevant teams; escalate risks to project margin or programme.
- Apply Group procurement processes through the dotted-line relationship with the Group Procurement Director. Develop repeatable buying practices and, as growth permits, support the introduction and supervision of purchasing assistants while retaining negotiation and commercial ownership.
KEY RESULTS / MEASURES OF SUCCESS
- Primary measure: favourable material cost variance against the secured tender allowance, validated with the QS team on a like-for-like basis for specification, quantity and scope. Record scope changes separately so they are not presented as buying savings.
- Self-funding objective: validated, realised procurement savings exceed the agreed fully loaded cost of the role over the agreed measurement period. The Commercial Director will confirm the baseline, reporting period and target.
- Margin protection: savings translate into actual project cost improvement, with committed and actual material costs visible and adverse variances escalated promptly.
- Delivery and quality: materials are available to the agreed factory and site programme and meet approved specifications; avoidable shortages, emergency premiums and defects are monitored.
- Control and scalability: purchases comply with the DOA and supplier approvals, purchase orders are accurate and traceable, and processes can support increased volumes and future purchasing assistants.
