Head of Construction – HadleyFRAME

 

JOB DESCRIPTION

Provide senior operational construction leadership across allocated HadleyFRAME projects, ensuring safe, compliant and commercially controlled delivery from mobilisation through completion and defects closure. Lead allocated project and site teams, maintain reliable programme and resource controls, and strengthen management resilience as the business delivers larger main contractor and specialist LGSF contracts.

Support the Construction Director and Business Unit Director by resolving delivery issues, maintaining construction standards and escalating material risks early. Work with Commercial, Finance, Technical, Manufacturing, Preconstruction and Health and Safety to deliver the agreed contract scope and maintain the BOPAS assessed system.

The role complements the Projects Director. The Construction Director or BUD will allocate projects, line management and decision authority in writing. Temporary director responsibilities require separate written delegation and confirmation of competence; this job description does not confer statutory appointment, contract signing or technical design approval authority.

 

The Role

Construction Planning and Delivery

Lead mobilisation and delivery of allocated projects, including full building scopes where HadleyFRAME acts as main or principal contractor. Review contract scope, baseline programmes, critical paths, design release, procurement, site logistics and commissioning plans. Maintain lookahead programmes, progress evidence and recovery actions, coordinating groundworks, structures, envelope, M&E, finishes and handover interfaces.

 

Leadership and Resource Resilience

Manage allocated Project Managers and Site Managers, set clear objectives and review competence, workload and performance. Maintain the project resource and cover schedule, with named deputies and escalation contacts. Secure competent supervision before critical activities proceed, and escalate capacity gaps before accepting further delivery commitments.

 

Health, Safety and Environmental Leadership

Lead the implementation of safe working practices with project managers and the Health and Safety function. Support HadleyFRAME’s duties under CDM 2015 and applicable environmental requirements. Ensure appropriate construction phase planning, welfare, induction, RAMS, temporary works arrangements and contractor competence checks. Stop unsafe work and require corrective action before restart.

 

Building Compliance and Quality

Coordinate construction delivery to approved designs, specifications and applicable Building Regulations. Verify that inspections, tests and approvals are planned and completed by competent people. Manage fire safety, structural and M&E interfaces with Technical and specialist consultants. Ensure commissioning, completion evidence, O&M information, warranties and handover requirements are planned from mobilisation.

 

Commercial Control and Risk

Provide accurate progress, resource, productivity and cost to complete inputs to CVRs. Work with Commercial to identify change, delay and entitlement promptly, preserve contemporaneous records and support notices and claims. Implement agreed cost and recovery actions within delegated limits. Escalate forecast loss, programme slippage, material defects and client disputes without delay.

 

Cross Functional Coordination and Clients

Review buildability and delivery capacity during tender and contract handover. Coordinate design release, manufacturing, logistics and subcontract delivery against project need. Maintain professional client and supply chain relationships, report progress accurately and resolve interfaces. Capture lessons learned and implement improvement actions across the construction portfolio.

 

BOPAS Responsibilities and Delegated Authority

Maintain the construction management structure, competent site cover and escalation routes for allocated BOPAS projects. Brief project and site teams on project quality plans, inspection and test plans, Fieldview records, RAMS, hold points, non-conformances and handover evidence. Support the nominated BOPAS Responsible Person with audits, corrective action and evidence retention.

Each allocated live BOPAS project must have a named Site Manager, deputy or escalation contact and defined management support. Confirm and record cover where the Site Manager is absent for more than one working day. Where no Site Engineer is allocated, document how setting out, inspections and quality evidence will be maintained.

Do not permit a critical inspection hold point to be passed without competent inspection and completed records. Use Fieldview or an authorised alternative. Subcontractor supervisors may only certify critical hold points where specifically authorised and supported by HadleyFRAME review evidence. Escalate missing evidence, repeated non-conformances and certification or warranty risk promptly.

Coordinate site non-conformance reporting, root cause reviews, corrective action and lessons learned. Refer design changes, substitutions and departures from the BOPAS assessed system to the authorised Technical and BOPAS roles before implementation. The Head of Construction cannot approve technical departures or change certification scope by virtue of this role.

Operate within the current Group and HadleyFRAME delegation of authority. Escalate commitments, settlements, changes and contractual matters outside those limits to the Construction Director or BUD. Retain authority to stop unsafe work and suspend affected work where required inspection or quality controls are absent, notifying the appropriate manager promptly.

 

Key Results and Measures of Success
  • Allocated projects deliver agreed milestones with credible programmes, accurate progress reports and recovery action where required.
  • Project and site teams have clear accountability, competent supervision and recorded cover, with capacity gaps identified before they affect delivery.
  • Safety and regulatory controls are implemented and verified, with incidents and concerns reported openly and corrective actions closed promptly.
  • Critical hold points and inspection evidence are completed before acceptance; non-conformances, defects and rework are controlled and lessons applied.
  • CVR inputs and cost to complete assessments are timely and evidenced, with changes and delays recorded promptly to support Commercial.
  • Commissioning and handover records are complete, client concerns are resolved and post completion obligations are progressed.
